Irving:  A Leader in M/WBE Participation
The City of Irving ranks at the top of North Texas suburban cities in securing contracts for minority and women-owned businesses.  While many other suburban cities do not have a formal M/WBE program, Irving actively solicits M/WBE vendors under a Council resolution passed unanimously in January, 2007.

Other Irving actions to enable diversity in solicitations:

  • Irving has a full-time M/WBE Program Administrator.  Deborah McVean brings over ten years of experience working with small and M/WBE businesses.  She may be contacted at dmcvean@cityofirving.org.
  • Irving has a separate Web page set aside for M/WBE information.
  • Irving is a member of the North Central Texas Regional Certification Agency.
  • Irving has goals on every formal procurement, and has an overall goal of 26 percent of dollars awarded by the City Council going to M/WBE vendors.
  • In FY 2008-09 which ended Sept. 30, Irving topped the goal with 27 percent of awarded dollars going to M/WBE firms.
  • Irving follows up to make sure payments to M/WBE sub-contractors are made as promised.
  • Diversity in procurement is a significant part of one of the ten strategic goals the City operates under.
Expiring Annual Contracts 
The City continues to purchase basic goods and services essential to providing exceptional services for our citizens, visitors and businesses.  Some annual contracts for these services have renewal options which may or may not be exercised.  Other contracts have no renewal options left and must be re-solicited.  The attached list provides a snapshot of contracts which will be expiring within the next few months.  One page shows those contracts with renewal options; the other page has contracts that are scheduled to solicit new bids.

Capital Improvement Projects
CIP bids must now be submitted to the Purchasing Division, 845 W. Irving Blvd., Irving, Texas 75061. The City Secretary's Office is no longer receiving these bids. All such bids now go to Purchasing. Bids may be submitted in person or by common carrier. As always, there will be a public opening of bids, immediately following the closing, in the Purchasing Conference room at the same location. 

Receiving Soliciation Notices
All notices for formal ITB and RFP/RFQ solicitations by Purchasing will be sent electronically. In order for you to receive notifications, please complete the Bidder's Notification and fax or send to the City of Irving Purchasing. By completing the Bidder's Notification with your current e-mail address, your company will be added to our notification database. There is no charge for this service.  Keeping your e-mail address current and not blocking e-mail from the City of Irving will allow you to receive upcoming notification of business opportunities with City.

If you are a certified M/WBE vendor, please send us your certification number and the specific group you belong to (African-American, Hispanic, and women etc.) If you have questions, call (972) 721-3753.

Not receiving notices?
You may not be receiving notices if your e-mail address has changed, and you haven't notified us.  You may also not be receiving e-mail notices if you have installed a filter that only lets certain e-mails through or if your mailbox is full.  If your e-mail notice"bounces back," you may be deleted from the notification database.  However, you may still bid on any solicitation, and you may be added back to the notification database by correcting the e-mail problem and submitting a new application.

Many companies fail to receive e-mail notices because the e-mail address is tied to an individual who has left the company.  To avoid this happening, set up an e-mail address not tied to any one employee.  This could be something like information@smithco.com or bids@jonesinc.com. .

The Purchasing Division provides procurement support to City departments for construction, architectural, engineering services, professional services, other services and goods. Depending on the dollar amount of goods or services being purchased, the City may solicit competitive quotations via telephone, fax, email, or by sealed bid/proposal process.
